a real vector or the cheap way? lol pick one
find an image lets say me
Go to Filter - Artistic - Cutout
fool around with the settings and this is what i got

You're better off with Adobe Illustrator for vectors, my young Padawan.

meh he can do it in a few steps lol with the cutout filter if he wants to be cheap lol
