Lets say there is a lagger in the room with 300 ms, and you have 100 ms in average with most people. Would it be possible to turn on fraps or torrent to lagg yourself to 300 ms so you can hit the other person more precisely?

no actualy if u were to lag yourself to 300ms with bittorrent then hed be at like 500 ms and everyone else will be at 300ms and /kick BHkenn for makin himself lag =P j/k but u can hit laggers add me and i can teach u.. if u want to anyways =O. |

I know how to deal with people 200ms+ but it would be nicer if the torrent thing worked

i understand ur logic but it sounds so.....
wrong 
to hit a lagger, u just have to lead the attack more.
a person with 50ms, means u see where they were 50 milliseconds ago. if u see 300 ms, then u see where the person was 300 ms ago. now, if they were there 300ms ago, attacking there would do no good. Instead you would have to predit where they really are at that point in time, and also lead an attack to where they might be an additional 300ms past that. you attack that point so when they in turn see where you are, 300ms later when they see you attack, if they have since moved to that spot, they will take the attack.
this would apply to lower ms too, for best accuracy, its best to attack where the person is most likely to be ___ ms after where you see them, of course, at 50ms, they are most likely to be very close to where you see them so leading is not as important, but i consider it an invaluable skill.
