you've always been able to, since they introduced it to rakion.
you can use cash or ecores to get passed 15s. Ecores just guarantee no de-level i believe. |

I don't believe you can enchant above +15. If you're referring to Taxes pic his mage's shoulders are blue. Mixed with the red you get the purplish look.
