I personally wouldn't go to the police (yes, I'm a hypocrite) to expect much help. I would just, like suggested, call the ISP. Be persistent and if they don't give you what you want, get demanding 
I kinda skimmed through the posts so I might be asking an already answered question:
Did you take it to a professional computer fixing dude?

I don't expect much help from the police either. I've gone to them before and got nada. But if I can phrase this in a way that makes them think this is urgent, I will.
Okaay update.. This is so long and complicated. But here it is in a nutshell.
I dated this guy from college earlier this year. It didn't work out and I cut off contact with him.
Earlier this month, I got back into the original hotmail email that was stolen. I noted the alternate email address was changed to an email I didn't recognize. I googled it and it turned out to be the email of the guy I was dating earlier this year. Logic points to him being the hacker.
I call him up and rant lol. And ask questions. He denies it's him. Do I believe him? Maybe. He claims he can't log in to his email and that it's my fault. The hacker targeted me blah blah blah.
Anyway, since I learned how to look up ip's from emails, I decided to email all of the hacker's emails [the two that I have found] to see if I could get more or different ip addresses from them if they replied.
Supposedly guy i was dating, emails me back from the email he told me was hacked. He replies saying that he was able to get his account back a few days ago. Yada yada blah blah. The point is, his ip matches the ip address of the last email sent to me from my hotmail account.
There are a couple of explanations for this.
1. It is really him that hacked me.
2. Someone is pretending to be him and planting information [such as his ip, email address, and location] to make it look like he is the hacker.
3. Someone is using his computer without his knowledge, I don't know.
The first explanation has a lot of evidence to support it. But a smart hacker would not leave that stuff lying around, like their email, or their location lol. Either he's not smart, or this was planted to make me believe it was him.
My question.. It's not that hard to make your ip look like a specific ip is it? When someone uses something to change their ip to something it is not, can they choose a specific ip? Or do they choose a location? Because this guy's ip matched it totally. Completely. 100%

I really don't think it's possible to make your IP show whatever IP you want, I just know you can make it different, but can't choose. I might be wrong, gotta ask a hacker like lengend since he probably does this stuff everyday, XD.
Btw, I forgot the PW to my hotmail account from 9 years ago. You think I can still recover it?
And how come you blocked me on MSN? People said that you blocked me because I am CRAZY!

I thought I told you directly that I thought you were crazy lol. I don't remember why I blocked you.
As for your hotmail account, to recover it, hotmail requires a ton of information from you. They want to know all the information you input in the account. They want to know what email addresses you have in your email. Your contacts on msn. Special folders you've created. And subjects of emails in those folders. And that's about it. If your memory is that good, you may just get it back o.o lol.
I didn't think you could choose a specific ip either. If this is not possible, then I know for sure that it is this guy, or someone using his computer. If this is possible, I don't believe I have my guy.
Not to mention, I've been corresponding with someone on facebook whose email matched my name before [meaning he used my school email on facebook to join the school network I think]. He claims he's the hacker blah blah blah. And that it'd be an expensive plane ride to him if I want to meet him lol. Once again, either leading me down the wrong path or my hacker does not reside in the us. :/ He's also claimed to not live in ny in past email correspondence with him.
From everything I've read online, you cannot pick a specific ip address. Spoofing picks a random address.. But lengend!! I want your input on this. Do you know if it's possible to choose a specific ip address and reuse it?
The guy emailed me from the first ip I gave you guys for a couple months. Then he switched to this other ip I gave you guys like in July. And has been using it since. The guy I was dating emailed me from that same ip. Could it be the hacker? Not possible because the guy I was dating mentioned that he's still pissed that I called him at 5 in the morning to rant lol.. and I don't expect the hacker to know this.
So I'm still kinda stuck.. Need you lengend lol.

egy.com download registry mechanic full version, that will let u kill that bitch..i had the same thing lol..
if u really wana crush the bastard also get spyware destroyer there the full versions and both work great 2gether
and u can get windows xp sp3 from egy as well..which has helped me alot |

Thanks but I've already scanned and reformatted.. My original problem is not an issue anymore lol.
So.. I asked another hacker.. a friend of a friend lol.. if it's possible to set your ip address to another specific ip address. His response:

No, you really cant just set your IP to whatever you want. IPv4 has 4 numbers in your IP address, the first 2 of which are assigned by your ISP. You can't change those at will, and you certainly can't fake a trace on it. Sure, you can join proxies and stuff, but even those can be looked up.
However let me say this; I really doubt some random hacker would learn that you dated a guy and try to pin it on him in order to just mess with you. He may have some of your personal information, but has he done anything other then just lock you out of accounts and say some embarassing things? He's not being malicious, he's just being annoying. I highly doubt any conspiracy to pin it on this guy, I fully believe it was him based on your explanation. |

Great! Appreciate another point of view. Are you 100% sure that you cannot choose a specific ip, even by hacking? Because I have this other hacker telling me it's possible.
You're right. It doesn't make sense that a random person would learn that and try to push the blame off on him. No he has not done anything besides lock me out of accts and post embarrassing pictures and stuff lol. Let me just say he has ALL of my personal information. He got into my email that I've used as my main email for eight years. I never deleted anything. Therefore, he got anything he wanted on me lol. He can sell my identity if he hasn't already done so, or use it. That just makes me really on edge, knowing this.

While you may be able to edit the APPEARANCE of your IP, it can always always be traced by their ISP. You can't fake an outgoing IP to the service provider.
And I really wouldn't worry. If he did try to sell your identity, you've got enough evidence to nail his balls to the wall in prison. Cyber crimes are being taken very seriously these days. |
